I instruct you:
1. To work out the matter of the removal of a considerable number of the arrested,
enrolled by the NKGB, NKVD, court of justice and prosecutor's office. Inform on the
general number of the arrested remaining with you with the indication - how many
enrolled by what organ, and what number, in your opinion, should be removed. The
arrested will be taken away to the central and eastern regions of the USSR. Take
into account that a number of your workers will go together with the arrested in
order to conduct the investigation of the cases of the arrested at their new
location.
2. Undertake steps in order to select from among the archived cases those most
important, which should also be directed by you to Moscow, to the address of the
1-st spec-department of the NKVD USSR.
3. Examine the cases of all those remaining with you, arrested by the organs of the
NKGB, and make lists of those, who you consider advisable to be shot. On the lists
indicate first name, father's first name, surname, year of birth, last post or place
of employment before the arrest, and also summary of the charge with indication,
whether the arrested confessed his guilt. Send the above mentioned lists no later
than July 23.
